Minecraft - Major Lagg Spikes?

So whenever I play Minecraft I get these lagg spikes. In a bit more detail: I will be playing on a Minecraft server (IP: avic.us) and I will be pvping people. I will be getting 90 fps and 30 seconds later everything drops down and the fps is at 2. It is very annoying when trying to fight people in minecraft. I have tried doing everything: I set my java priority at high in the Task Manager, I re-installed minecraft, I out all my minecraft settings on low, and I even installed the latest Optifine for 1.7.2

So my question is how do I fix this? The lagg spikes are seemingly random and are quite annoying. If someone could tell me how to get rid of them I would love you forever.

P.S.: It is not the server… The server has good ping and all my friends don't get lagg…

How to get permissions in Minecraft server?

I've tried typing /op (username) in the console and typing my name in the OP section of the server folder. On both occasions it said on my server "(username) has been opped." but then when I try to use a command it says I don't have permission. (and no I did not actually type "(username)"

What do you think would be a good graphics card upgrade?

Sometime in the future I plan to upgrade my computer to keep it up to date. It's for gaming, and I have a Radeon R9 270X 2GB. This is more than enough for gaming like Team Fortress 2 and Rust, but for some reason Minecraft seems to run very slowly sometimes, for example today on a server the chunks wouldn't load, but I don't know if that's a problem with my CPU or the host's internet connection.

Can any graphics card fit into any case? I mean, can a NVIDIA or something work with an AMD build like mine? I've heard NVIDIA is better for Intel, and Asus/Radeon is better for AMD, but I don't know. If you had to give me a better graphics card from AMD and one from NVIDIA, in the price range of £200 -
£250, what should I get?

Added (1). Sorry, I have 8GB but I plan to upgrade to 16GB later, probably before the graphics card. The processor is the FX 8350 8 core 4.0/4.2GHz.

Added (2). I'm very sorry for not supplying specs, it is the Asus M5A97 R2.0 AM3 AMD 970 DDR3 ATX, 600W power, 1TB hard drive (I'm adding an SSD before the GPU upgrade) and I'm going to add more system RAM before the graphics card upgrade.

Idea for Minecraft Server, need people to

So I had an idea for a minecraft server that I think would be pretty fun. It's nothing new or anything, just a semi vinilla towny survival server. The world would be governed by 4 major cities that would each be equidistant from the spawn (connected by rail) with everything between as wilderness with no rules (although towns may sprout up). We would start the server on creative to start building the cities (to give them a great headstart to assure many people go to them), but we would try to keep them very simple. The only pluggins would likely be towny and some type of shop one (but no currency, we stay as barter) we would try to keep everything fairly realistic and not ridiculous (go on any big server and look how crazy they look), so it's fine if you are a beginer (I'm fairly new too). I was looking for people interested in starting up the server with me and becoming mayor of a city (or like second in command if we get more than 4 people), any takers?

How does Minecraft Multiplayer work and how do I get it?

I'm getting the game really, really soon, and I promised that I'd keep in touch with Runescape friends after I quit. I'd like to have a personal server for just me and friends to use.

I'm hearing many different things, though. Some are telling me that I need to pay an incredibly high amount of money with recurring fee for a personal server, and others are telling me that I can make one for free.

Which one of these are right? And are there any interesting benefits to Multiplayer?

Need a quality gaming desktop that I can run Minecraft servers on?

I bought a Windows 8 Desktop two Christmases ago (Dec. 2012) to specifically run Minecraft servers on. It was an expensive desktop, and there are many port issues!

I've spent a drastic year trying to fix these issues, and I just give up. I need a new desktop. Please help me if:

1) You know about running port-forwarded Minecraft servers/knowledgable regarding ports and routers
2) You have knowledge about many desktops (and their aspects, too)

Here is a list of requirements I'm looking for. I will mention if what I ask for is optional.
1) Quality Gaming computer that can maintain high performance for long hours of gaming
2) Computer w/ lots of Ram
3) Desktop
4) All in one desktop (optional)
5) Not an old generation piece of hardware
6) Have an "HDMI IN" hole on the monitor/all in one.
7) A reasonable amount of space

**Not looking to pay over $1,000. Please try to list desktops under that range. A little over $1,000 is alright, too.
