Counter Strike 1.6 Mouse Laggy/Choppy non-steam?

I recently got a new monitor and It's pretty good.
So I started playing Black ops 2, High FPS all smooth and good.
Minecraft also smooth.
BUT
Counter strike 1.6, 100 FPS but the mouse when I move it, it feels like 40 FPS even though its 100, even with 352 FPS it feels like that, is there any solution to this?
I'm using Non-Steam CS 1.6 (WaRzOnE) Client v48 2009 update blah blah.
It seems to happen after I got a new monitor.
I really need help cause it's really hard to catch a good grip on the crosshair, I can't stay stable since it's choppy/laggy or whatever you might call it.
Note: Only in CS 1.6

Vsync is off (ATI CCC)
-steam -game cstrike -noipx -nojoy -noforcemparms -noforcemaccel are the launch options
and mouse filter is on.

Added (1). EDIT: No it's not my internet, 0 Chokes and Loss, happens also in single player.
And I repeat it happened after getting a new monitor.

Why do theists think atheists don't like religions?

I see many people adhering to a ridiculous hypothesis that atheists hate being told "the truth" (which is so obnoxious it makes me want to delete your minecraft save file )

Some of them claim atheists don't like their particular religion because they want to be able to do anything they want.

I mean COME ON!
Do you honestly see no other reason why your particular religion comes off as unappealing?
Can you honestly claim the religion you adhere to has done nothing to reasonably pis$ people off?

Added (1). @ apostle: Jesus christ, do you really think that's why people move away from religion? Because of some sort of global plan to incite doom?

Anyone want to do Youtube Channel collabs/ Features channels?

The name is T-NovaGamer. I'm a starting youtuber. I generally play any game, but since i've started it i've done mostly pc games and mostly from the horror genre since i'm not used to it. I play games like COD, Halo, 7 days to die, Nether and now rust. I also play alot of other games but i don't wanna blow up the description with game titles. I'm willing to try new things out, i'm afraid i won't be able to do minecraft at the moment, 7 days to die is remotely close to that. Anyone have an idea for a desktop computer that can reach these requirments?

Ok so i need any desktop computers that have 8 gb of ram and 3.70 GHz also a good graphics card for things like the gaming and video recording for youtube videos and like a core or intel anything like that that is good for gaming (pretty much a desktop computer that can run most modern games on steam and Minecraft multiplayer. My budget is $400-$600 to give you guys an idea.

Any sugestions will be a lot of help!

Why are my cows/horses despawning in Minecraft PC?

I had 6 cows in a 7x7 pen and 2 blocks deep surrounded by fence at top and now there's three left. I had 4 horses in a 5x5 2 units deep in the ground and there are two left. Why are they despawning?

Should I get an iMac/MacBook?

I'm probably going to get a job this summer and I would make about $1,000.

Currently I don't have a computer of my own and the family computer is a 2006 iMac and it's painfully slow and like 100% full.

So anyway, I want a computer (Mac) of my own. Mostly for web browsing, movies, videos, games like Portal and Minecraft.

But I do have an iPod touch 5 that CAN do all of those things (besides gaming) but web browsing isn't the greatest on a 3.5 in screen.

Bun I'm afraid that if I buy a mac that I won't ever use it OR I won't ever use my iPod that I just spent $300 on.

Is it worth it?
