How to give ranks commands on my Minecraft server without having to op the player?

I made a Minecraft server and before I post it on the internet I have to fix something, I need to give defaults commands, I have to give them the ability do /nickname. I also can't change their gamemode cause I can only do it with the ones that are oped. I kinda have to fix it, problem is I don't know how. I also need to add the plugin to be able to do /tpa. I have the one to do /tp (still only for ones that are oped so I have to fix that too) but not the one for /tpa. And I made my server on Minecraft-hosting.pro and it's a craftbukkit server. Ok thanks bye~

Added (1). Also, may I know what the plugin for chat channels is? On this server I go on a lot you can do /joinchan (chat name) (example: /joinchan rp) so what is the plugin for it or at least one that is similar?

Any Minecraft Hackers willing to grief/hack a server?

Any Minecraft Hackers willing to grief/hack a server? - 1

Added (1). Alright, so there's this server which is really small and ran by these children who just DDoS people and are impersonating a server which was pretty big before. If you have anything rude to say and tell me that this is a wrong thing to do, just don't answer… Thanks.

Added (2). Please reply if you want the details.

What happened to my gaming laptop?

Before this i could run 2 minecraft clients at the same time on a server and my laptop would still run smoothly, but now i can't even open both of them cus my laptop would freeze for 5 seconds every once in a short while and i don't know what happened but now i can't even run sims 4 cus it also freezes every once in a while and trust me there was no other heavy background apps running

my laptop is a core i7 the last time i ran a scan on anti virus it detected 4 softwares slowing down my computer but i needed to upgrade the antivirus which means i'll have to pay extra in order to complete the check up so that's not helpful

Minecraft Server disappears after computer crash?

So I have this creative world that I built and play multiple times. When I was playing today with my sister, my Surface 3 died. So I did what anybody else would do, plug it in the charger. My screen went black, but my sister was never kicked out. I told my sister to get out anyway just in case. When my Surface 3 finally turned on, I realized that it exit my minecraft and when I got back It disappeared. I can't find it anywhere, even in my files in my library. I'm pretty much asking how to recover it. Thanks…

P.S I also have windows 10, but I doubt it did anything.

Minecraft: Error: Could not find or load main class net.minecraft.client.main.Main Issue, Any

Earlier I installed the Minecraft application (minecraft.msi). I also installed Java, which was needed to run the app on my computer. I have a Windows 10 computer. When I opened up Minecraft, I clicked "play" and it downloaded all it's sound files, etc. And once it was finished, it crashed and brought me to the game output, saying:
Error: Could not find or load main class net.minecraft.client.main.Main
Java HotSpot(TM) 64-Bit Server VM warning: Using incremental CMS is deprecated and will likely be removed in a future release

If anyone has any help to fix the error, it would be greatly appreciated. Please!

Why can't I connect to my Minecraft server?

I've searched online for about three hours, and I haven't found an answer. I've seen posts of people with similar problems, but none exactly like mine. It doesn't seem to be that big of an issue, but I sure can't figure it out.

So here s my problem: I built a new computer and tried to host my server from it, but my client acts like my server isn't on. I've double checked the IP address, and that isn't the problem. I can connect to my server using localhost, but not my IP address. I tried turning the firewall on and off (on the router as well). It worked on my old computer just fine, my friends and I could play without any issues. However, when I installed my new computer and put my server on it, it stopped working. The only thing that I could think of that would be causing this is my Anti-Spyware program (AVG), although I have toggled the firewall on it as well.
