People can't join my minecraft server. I'm I missing something here?

I know this question comes up alot. Trust me I've read a ton of these, tried lots of tips but I still can't get people outside of my local network to join my server.
I have port forwarded using the IPV4 address.
I have turned OFF my firewall (i'm having problems adding rules to my firewall for ports(and yes I'm running it as an administrator.
I have a static IP.
I'm running my server through the minecraft_server.jar method.
I did create a.bat file for the server.
I went to "canyouseeme.org" too see if my port (25565) was open, but it is closed. On the forums it states that this is usually caused by the firewall but provided that the firewall is off this is clearly not the case. When my friend attempts to join my server it comes up with this error message: "Unable to connect to server: Connection timed out". I can, however, connect through localhost.
I've been at this for over 4 hours and I hope that someone can shed some light on my situation.

How to turn my singleplayer into a multiplayer world? Minecraft?

I want to turn my single player into a multiplayer so long distance people I know can play too. How do I do this? I have LogMeInHamachi, and I don't want it on LAN. I need a server or whatever… Every video I have watched skips out on different parts of some sort. Being a person who gets frustrated when I don't understand things I need a super specific step by step instruction. No skipping details of any kind. Please please and thank you!

Is Scamming in a game with real money illegal?

Yea so i was playing minecraft a guy came on and said he'd pay me in game money for my real life money And i was hooked it was very cheap but it wasn't official from the server So i payed the guy money and he sent me the money in game next he said he had more and i had figured he wasn't a scammer since he had kept his promise from before and given me the in game money So i sent him a bit more money only 20$ but still. This time he didn't send the in game money and got out of contact with me I would just like to know if this is illegal and if i can get this guy in trouble for this because scamming is wrong. And i feel if you do get scammed its not a very good feeling

Is it possible that a hamachi minecraft server can be hacked?

Recently i have made a minecraft server with hamachi. If this helps, i used one of my world maps, and put it into the server folder. I can play on my server and everything, it works perfectly. Anyways, a friend had told me that a hamachi server can easily be hacked, and minecraft players, that i don't know, could join my server and play there if it gets hacked. She's probably lying, but i just want a "confirmed" answer. So, can a hamachi server on minecraft be hacked?

I can't stop myself from playing on the computer?

I find myself addicted to Minecraft. I host a minecraft server that me and my friends play on, but when I decide to take a break I can't help myself. I immediately feel anxious that I'm either going to miss something important, or they might go offline as soon as I get online because I enjoy playing video games with others. And I sometimes feel guilty that I never come on.
I need help with this quick before it gets any worse! I've been all over google trying to find soulutions but I just can't find the thing to get me to stop.
