I can't launch my Minecraft?

I think I have the 1.8.7 version. I have a shortcut for it on my desktop, but every time I click on the icon it gives me this message: "Problem copying the file with the following error code: 5". I've tried turning off and restarting my computer, but I still can't open it. Someone please help me. I'm not exactly computer savvy so you'll have to explain it to me in detail.

Does online gaming use more then streaming netflix?

I'm just curious to know if netflix uses more mbph then online gaming would. And if it depends on the game being played as to how much internet is being used? For example, minecraft does not have a high level of graphics so in my mind, it wouldn't use as much data to play online as Gears of War might. Am I wrong?

Everything on my desktop is slightly bigger. And it all just looks weird?

So I got on my computer, after it had just restarted, and I noticed the login screen was huge. I just shrugged at this, and I continued to login. I then noticed all of the icons were huge as well, and some of them weren t even on the screen, because everything was zoomed in. I then switched my resolution to the highest option. This helped a lot, as now I can see the entire screen, but the bar at the bottom of the screen with all of the apps such as google chrome looks smaller, and it's pretty annoying, and everything else just looks odd. Also, whenever I start up minecraft and expand the window, everything in the distance is blurry. My render distance is 10, and before, things close to me weren t as blurry. The last thing, in minecraft, items on my screen are zoomed in somehow, so sometimes they go off of the screen and it is VERY annoying. If anyone has an answer, please help!
PS: I'm on a PC, running Windows 8.1

Added (1). Update: I forgot to mention… Everything on the internet is odd, too. Text looks more blurry, in fact, everything looks slightly more blurry, which is very annoying.

Desktop pc that can run minecraft?

I'm looking to spend $400 at the most for a computer good enough to run mine craft at medium settings and get 100+ fps while running skype in the back ground. I honestly know nothing about computers please help
