I made a server for minecraft 1.7.10 and i get this error whenever anyone tries to join it. Even when i try to join using localhost. I've searched google for a while and i havnt found a solution yet to my issue. And yes i'm port forwarding

I created a minecraft server (first time) so that my friend and i could play.
I opened my port, did the firewall what not, added him to the white list… Nothing seems to be working.
I've double checked my external IP, and even tried making it the server IP.
Why can't he join? The server is working fine for me…

I'm going to be hosting my own server from home using my PC. My computer is very good and up-to-date, 16GB RAM, XFX Radeon 7970, AMD FX-6300, 2TB HDD @ 7200 RPM. And my internet is a fairly good speed @ 15 mbps download.
So I know I can handle my own homemade server without paying money. I have my own tiny server that I go on with friends just to build and such using bukkit server. I already have some plugins installed. (Essentials, mcMMO, PermissionsEX, Voxel Sniper, World Edit)
But what I want to know is there a way I can make a server so that people can buy houses and such that were already pre-made once they sell diamonds they mine or whatever it is they sell/trade. I'm a pretty decent builder myself and can make some nice looking houses. So I want there to be cheap houses that someone who just started out can buy and modern mansions that long time VIPs will eventually get to buying. Some can be bought furnished and unfurnished. Anyway that's just an idea that I think many people would enjoy because minecraft players love progession, and i see a lack of that in my servers. People will be able to save up money/rank up overtime to get properties, sounds fun right? ANY ADVICE? Can this be possible? What plugins do I need etc etc?
I can't join any Minecraft server. What's wrong?
Added (1). I have premium Minecraft and i have had this problem for a very long time. I wait for servers to ping but it says it can't connect to the server. I have checked the firewall and it's all ok. I really need help.
This is a 1.7.9 bukkit server, and I'm using a Mac. My cousin did it, but his server was regular minecraft. Is it possible, and how?
Btw, my cousin didn't have to port forward the different Wi-Fi to run his server.
So i play Minecraft, and since i live in Asia, my connection to us servers is terrible, i get 300 ping without using wtfast, but when i use wtfast i get 190 ping, and i got used to that, then suddenly 3 days ago, i connected to the EXACT same server i connected to before, and got a 280 ping, help on how to get my 190 ping back please?
