Java.net.connectexception connection refused no further information?

I made a server for minecraft 1.7.10 and i get this error whenever anyone tries to join it. Even when i try to join using localhost. I've searched google for a while and i havnt found a solution yet to my issue. And yes i'm port forwarding

UDATE: i just found out that lan games won't work either. Also i'm running Java 7 64 bit on a windows 7 pc.
