It it safe to Skype people from Minecraft?

My 9 year old brother (turning 10 next month) loves Minecraft and plays it everyday (if not everyday, then most days). He likes to play online and has made "online friends" on it, just people he plays with.

Anyway, there's this particular friend he's made on Minecraft that he's been asking to Skype with. There've only both shared with each other their first names and age (the person he plays with says she's 11/12).

Point is, is it safe to Skype with people you've never met in person? At school, I've heard plenty of things about cybersafety and all that, so I don't know whether he should Skype this person or not. I've read some places that it should be okay as long as you don't give out any personal/sensative information, but I just want to be certain.

Minecraft desktop launcher says that it has been changed or moved?

I have got minecraft 1.7.8 and i have a desktop icon that launches minecraft. But recently it says that the launcher shortcut has been changed or move and will no longer work. What should i do? And also when i installed it and it has been saved it in a file, i went there but i can't find it. It say it saved in appdata, roaming then mincraft in my user file. But i can't find the appdata file!

Should I go with high processing speed or high ram for heavy gaming?

I'm buying a computer especially for heavy gaming like Batman Arkham Series, GTA, Minecraft, Assassins creed, Elder Scrolls and stuff but i want it to be in a range of $500 to $900, i found a computer that is clocked at 2.6GHz but only has a RAM of 4gb another one has a 8Gb Ram capacity but it is clocked at 1.9GHz. So which one should I go with?
