Minecraft Render Distance is Messed Up?

So I have been trying to stop hacking on minecraft sounds good I know! However I deleted my.minecraft and started it back up and my render distance won't go farther then 5 blocks which isn't normal at all. So i've unfortunately basically redownloaded the hacks because of the fact that my render distance only is good when I have them on. Also side note my chests which are covered in water (factions) look very strange? But the render is the main issue.

Can I change how much ram my graphics card uses?

I have a laptop that runs Windows 7 64-bit, 4GB of ram, and a 250 GB hard drive, but the problem is have a pretty bad graphics card, the standard/default Intel Graphics HD Family. It runs pretty well, but lags an s-ton when I play Minecraft. Is there a way for me to change how much ram the graphics card uses, to borrow from the motherboard, since I have 4 gigs of ram? I don't know much about computers outside of high school computer class, so sorry if I sound like a butthole.
