When I open my minecraft_server.1.7.9.exe file, it opens, but then doesn't do anything. It shows the amount of RAM its using, but doesn't actually start. What do?

I really want to make a public minecraft bukkit server. What are the stepps? I know i need to set up port forwarding and all that and that it costs and needs donations ect. Can somebody give me a rundown on how to do it? And do i need to learn coding? P.s i want to make it a cracked server how do i make it cracked?

Okay I have a 1.7.9 Craftbukkit server how do is make it universal so anyone with any version of minecraft can join. For example people with 1.7.4 minecraft to join my 1.7.9 server.
I know it's possible because I've seen some like that.
So I made a Minecraft server. It works I've done local host. I went into the op document and put my name in. But when i do something /time set 0 or /gamemode 1 it says you do not have permission. Its a 1.7.9 server
