Can't download minecraft

So I bought minecraft today and made an account. Then when I was trying to download, I clicked minecraft.exe and it says my security settings don't allow this? How do I change these security settings so I can download minecraft? I have windows by the way and use internet explorer

If anyone know's anything about computers?

I'm looking for a gaming desktop computer (Tower). I want to be able to play games like minecraft or call of duty on it without any lag. I want a quick computer that won't be slow in any way, but the main thing about the computer that's important is it must be able to support games! I'm looking for a tower between 500-700$ Please help me out. If you guys know any good gaming towers please let me know.

Why does she disrespect my stuff?

Ok so i have this 'friend' from school and i sit beside her in every class but when she needs something, she automatically starts rumaging through my pencilcase without even thinking about asking me. She also draws random things on my school books and i'm in year 10 and after christmas i will be doing tests to determine what class i will be in when i'm doing GCSE's which i pick in the new year! So its an exteremely important year for us but all my 'friend' wants to do is go crazy and play minecraft! What do i do?
By the way she is the only person willing to even look at me.
