I have an ocean monument. I'm in creative mode and want to replace the water with air, if possible without removing all water in the world. Is there a command I can use to do this? The coordinate range is:

I have a Core i7 4790K, GTX 750 Ti Superclocked, and 8 GB of DDR3 Ram. If I set the render distance in minecraft to 32 chunks, my FPS drops down to 30. Is their a way to increase my FPS?
So I play video games, edit, etc with my PC. It's a mid range custom PC. I used to get very consistent and fast performance. Now, in Minecraft I get 40-180 fps with constant dips into the 20's. In BF4, on high without AA/AO, I get 50 fps with dips into the 10-20 range. This used to never happen. Now, it's common and super annoying. I tried overclocking, underclocking and all of that and nothing worked.
My specs are as follows:
CPU: FX 8350 4.0 GHz
GPU: MSi R9 270 2GB Gaming
RAM: 8 GB Kingston Hyper X Black
Mobo: Asus m5a78l-m/usb3
OS: Win 7 Ultimate
Or is it dying in popularity?
