How to make Minecraft less laggy on PC?

So I got Minecraft and I have a laptop. So I heard the higher your fps the fast it runs so my fps varies from like 1-106. And I lag like balls but on my little brothers computer his fps is like in the 20's and he does not lag at all. I don't get it and we both have 4 GB of ram. Please help because I bought this game and I wanna enjoy playing it but I can't because all the lag)

What type of laptop to buy?

I'm a Junior in highschool that is looking for a pretty good laptop. I'm willing to spend anywhere from 750 to around 1500. I need the laptop for standard surfing of the Internet, writing papers (so basically having the ability to have multiple tabs open without slow processing. Also needs to be able to run all the Adobe programs such as photoshop, dream weaver, and flash. May also play minecraft PC every once in a while although I know with a laptop it won't run too smooth anyways. Some ideas I had were the new MacBook Air, the new MacBook Pro, and Microsoft's surface pro. If I do end up going for the surface, should I wait until the surface pro 4 comes out? Thanks for spending the time to read this. I'm open to all ideas and suggestions you may have for me.

Minecraft texture pack help? - 1

I have texture packs in the resourcepacks folder but when i go in game they don't show up. Redownloading minecraft doesn't fix it either. What do i do to fix this?

Avoiding Motion Sickness while playing Minecraft?

I tried the following in Minecraft:
> Lowered the FPS from the default of 120 to 60.
> Have my FOV to like 90.
> Sort of tried playing MC on a Small Window Size (i have a 24inch Monitor).
> Turned off the Bobbling (which was the very first Setting I turned off).
> Render is like 10.
> F5. Third Person view. Tried that, which makes building very hard and glitches out in small/normal building size. So this option is not possible.
> Motion Sickness Pills. I also been told to take it. But I want to avoid to continuously take Medicine every time I play. It will probable be bad for me in the long run and it's going to be expensive to continually to buy them. So I don't this will be the option for me.

So can anyone help me with what Minecraft setting I need to change, to avoid getting Motion Sickness?

Update: I've been looking into building a gaming PC, but I really don't have a lot of knowledge on parts or how to build one (although I'm doing a lot of research). I'd like to hear some suggestions as to what parts are best for gaming, and how affordable it is to buy those parts and build everything.
