PC stuck on Identifying (Windows 10)?

I have a new Toshiba laptop (Factory installed with windows 10) and it won't connect to the internet. It worked for a few days but after almost a week whenever I try to connect to any network, it just keeps saying "Identifying." Whoever can help me fix this I will give 10/10.

Added (1). I have tried restarting it multiple times and it still does not work. Also, i haven't downloaded any weird things, just Minecraft, Guitar Pro, Gimp Photo editor, and Notepad ++

Minecraft keeps randomly getting lag spikes every 3-5 seconds while I fight people?

So I had a little glitch with minecraft (not 2 important), and I re-install minecraft and it just randomly keeps getting lag spikes. I've tried almost everything. I've Updated my Drivers, Re-installed minecraft, Re-installed Java, Updated Java, Deleted all my texture packs (kinda helped, but didn't fix it) and I can't take it. Usually every 5 seconds I get a really fast lag spike. If I can't find a resolution to my problem, I might just have to factory reset my pc.

Also, if you want to have a go and try to help me, if your "suggestion" helps fix my problem, you could win a optifine cape.

My computer has McAfee Internet security as well as windows parental controls.
All though the computer allows Minecraft to function offline, it will not allow
it to connect to the internet to download updates.

This dude DDoS'ed me on Minecraft?

And somehow he got my name and he screwed up my internet for 10 minutes.

Question is, can you get the persons address and real name by DDoSing? Or did he just get it from my email that I was using for that game account, a bit worried.

How to run Minecraft at 32 chunk render distance without FPS problems?

The game runs fine at around 16 chunks render distance or less, but at 32 chunks I'm getting FPS drops below 50.

I've tried allocating up to 8GB of RAM to the game on startup and it has made no difference and according to "F3" diagnostics screen doesn't use over 3GB anyways.

I'm wanting to Know if there's a fix for this as my computer should have No issues running a game like this at any setting.

Added (1). I have been absolutely going INSANE trying to find this answer on the internet. I have a DELL laptop and a DELL mouse, and I have been unsuccessfully trying to play minecraft and Mirror's Edge. EVERY TIME I try to click my mouse to attack while using WASD to move, it takes at least 2 seconds of me having my fingers off the keys to work. I tried looking online, but every solution involves "mouse properties" which my version of windows (7) for some reason doesn't have. I need an UPDATED solution!

Why won't allocating more RAM to Java/Minecraft make it run better/faster?

I upgraded my RAM not to long ago to 8GB. I found a tutorial on youtube of how to allocate more RAM for Java so minecraft can "run better." Well, I think I did it right but it just doesn't seem to run better than before. Could this maybe be my GPU? CPU? Video Card? My cpu isn't the greatest. Could these affect the performance?

Also, know that I will be carrying the laptop around quite a bit, I use quite alot of internet games, I play a ton of modded minecraft, I also play some steam games, and I do alot of general work.
Which is better FOR ME?

Added (1). Also, I don't like laptops that use more battery as much, but that isn't too much of a big deal. Also, I do play nba 2k 16, so I don't know if there's a way to switch the numpad controls.
