How to install the coros local weather and storms mod for minecraft?

I recently installed forge installer and forge universal so I could get the mod. When I extract the files, as it says on http://coros.us/mods/weather2, and put it into the.Minecraft folder, nothing changes on my game and it doesn't say that any mods (apart from the default 3) are active or installed. I've never used mods before so could you please do step by step instructions on how I can make this work. I'm using windows 8.

You said you put them in your.Minecraft folder, did you put it in the Mod folder? Forge makes a folder within your Minecraft folder called Mods. That is where your mods go, if it doesn't work then you're using the wrong version of the mod for that version of forge.
