For Public servers, you will either need to run a vanilla server (that you can download from Minecraft.net) OR a Bukkit (a modded server that supports plugins from Bukkit.org) as the address for the server.
In order for anybody to connect to your server, you will either need to…
A) Provide your IP address…
B) Set up a domain name (or a subdomain) that's linked to your IP address -- Services like DynDNS.org can provide you subdomain (like MyServer.Gameserve.org) for free, but you'll need to renew it every 30 days to keep it.
To register your own domain (like MyMinecraftServer.com) will run you around $15 - $20 / yr & you still have to provide an IP address to the domain registrar (like GoDaddy.com OR Register.com) so they can properly route people to your server without having to disclose your IP address.
Alternatively, you could rent a Minecraft server, but costs for the server will vary from $13 / mo. For a small private server to $100+ / mo for a massive, public server… Which will generally provide you an address to share with others, but as you're hosting remotely… Controls for your server will greatly vary.
