Which minecraft server host is the best for canada?

I'm looking for a good minecraft server host that is hosted in Canada, hopefully one in Toronto.
At the moment, here is a short list of MUST-NEEDS i want from the server host.
-MultiCraft admin panel
-NO LATENCY!
-1.5GB of RAM
-Fast support
-18$/month or under (CAD)
-FULL access to server.properties
And the ability to update bukkit e.g 1.6.2 to 1.7.4 or something like that, without taking TOO much time, and messing with the server files endlessly.
A promo code would be nice, as i'm not made out of money.
I used to have a server called U-Craft but it got killed by hackers and I really want this server host to be hack-proof.

How much RAM should I allot my Minecradt server?

I have a Minecraft server that I host on my computer. It has 4 GB of RAM, so if I'm running just the server and Minecraft with no other applications running, how much RAM would I be able to allot me server and still be able to run my game?

Allow Skype-Group Messages To Be Sent Via Minecraft Server Commands?

I'm an admin on a Minecraft server, for about 2-5 hours a day staff are not able to be on the server, the server is hosted from a hosting company, i have seen plugins that allow players to send messages in a group, start calls, etc from Skype, but the servers have to be hosted on a PC, so Skype can be linked, is there a plugin that we can put in, that allows for people to send messages to the group through Minecraft?

I'm trying to make a minecraft server. When i search for my default gateway or search bthomehub.home/ i get a message saying this webpage has a redirect loop. Iv tried different browsers and nothing shows up or can't access webpage! I don't know what to do! Iv cleared cookies, everything!

I have a minecraft server and it works and all but my internet stops working after not using the computer for 2-4 hours its not going into sleep mode or anything though.

Making money with a dedicated server or with knowledge of linux?

I've been learning a lot about linux and how it runs and works because I wanted to get and Admin my own server, but I ran into a small problem, I don't really need a server.

So I really want to know, what could I do with a dedicated server? I've heard of renting Web Hosting space, cloud service, hosting game servers for games like Minecraft, and even Mumble servers, but I would like something some-what profitable. I know that there has to be something that can be profitable out there I could do, any suggestions?

Added (1). I think I need to add on to what I've said as someone thinks that I would actually host a server on my home internet connection.

I didn't just "install linux" I learned the command line OS of CentOS, (which is basically like using SSH on a headless server) as well as the commands used to run it, and how it works as a server and basic Admin skills. I also would be renting out a server from a data center if I was going to do this. I came here to figure out my "business plan" and where to start, not to hear about how I do not have "financial backing" which I do. Finally, if you think that you can't make money with a dedicated linux server then you are mistaken, a large amount of servers run linux as it is more efficient and a free OS.

What is the benefits to turning my minecraft server into bukkit and how do i do it?

I have have a friend who has a server and about 3 months ago he had a griefer destroy some stuff and so he closed the server for a little while and then turned it into a bukkit server. He did this because you can see who is holding what and who places what and where they place it. Is this the only thing you can do with a bukkit server? And how can you turn your server into a bukkit server?
