Give me your opinions on this idea for a Minecraft Server?

I'm in the process of layout of plans for a Minecraft server specifically targeted to new players. My intentions is to host a safe, moderated server where new players can play Minecraft together in a relaxed none competitive environment.

The thing is though, I actually want the people who come and play on my server, to build the world themselves. I want them to make it their world that naturally and organically grows as they do. To this end, I don't intend on creating very much in the world myself. Basically I only intend on creating an interesting spawn for players to explore when they first join the server and then provide them with the tools to build their own unique part of the world.

Sort of like the early pioneers. Pretty much, what I will be doing is saying - okay, here's the space you build your home, your farm or whatever and the watch the world evolve into villages, towns and cities as time passes and players become more accomplished at building and more and more people join.

Does this sound like a good idea and would you think it was doable?

How do you change your name on Minecraft these days?

How do you change your name on Minecraft these days? I've looked it up, but the sites don't look updated. I've seen Youtubers do it but I don't wanna do that every time i join a server and I've heard only Youtubers can do that

How do I JOIN another person s world on minecraft PC?

How to play a minecraft game regularly with random players around?

So whenever I go to any minecraft server I find a bunch of game modes and competitions and stuff, that's not what I want, what I want is to play the game exactly the way it is played in single player but with random players around me, is that possible? Like is that a thing in minecraft multiplayer?

Why are all my ports blocked and why does port forwarding not work?

My internet still works, I posted this using the internet connection I'm troubleshooting.
This is what I have:
Modem: Arris DG1670A Bridged mode (routing disabled)
Router: Belkin router
Ethernet connection

What I'm trying to do:
Port forward: 25565 (for minecraft server)
I have also tried other ports like 25566 and 25564 with same results
I can join localhost (I can join my own server) but my friends can't. I'm giving them my external IP (not 192.168.x.x)

This is what I've done…
… On my router
-port forwarding (TCP & UDP)
-DMZ
-factory defaults

… On my modem
-port forwarding (TCP & UDP)
-DMZ
-Modem firewall OFF
-connected directly to modem

… On Windows 10
-Advanced firewall inbound and outbound rules for both TCP and UDP on 25565
-Turning Windows Firewall OFF
-Turning OFF all anti-virus/anti-malware including Windows Defender
-Allowed "Java(TM) Platform SE binary" through firewall (Private and Public)

… Called my ISP
-Said they don't block any ports and neither does the modem by default

… Tested my ports on different websites and programs saying they're blocked.

Weird things:
-I use Steam and tested all the ports here ---> https://support.steampowered.com/...-GLVN-8711 They're all apparently blocked but I'm still able to use all functions of Steam/play online games.
-Like the title says "all my ports blocked", I haven't been able to find a single port reported open. Even the common ones like 80, the list goes on.
