Is there a minecraft server no one uses?

Me and my friend to create one but we failed. Is there server where isn't anything much done and no one uses?

There probably isn't one since most server hosters charge monthly, if someone isn't using their server they probably aren't going to pay for it. You could always purchase a Minecraft Realm if you fail at setting up servers.
