Pentium E5200 + r7 250- Will it work?

So, I need to upgrade my rubbish Windows XP PC, but like I have a budget you know…
So I have a processor already- Intel Pentium e5200. Yes, its not brilliant but i don't have much money.
Here's what I'm thinking the build is going to be upgraded to:
Intel Pentium E5200 (if not Pentium G3258)
Radeon R7250
4gb RAM
500 GB HDD
450w PSU
Mobo is already in PC, using same one
Case is the same
Upgrading to Windows 7 from XP (them feels)
So yeah, will this be good enough? Gonna only play stuff such as CS: GO and Minecraft, with some other low graphical games. Anyways, please reply

How to get better at building in minecraft?

I like minecraft but suck *** at building. I really wanna build mansions and skyscrapers and different shops. How can I get really good at it like Keralis and Dan lags good and possibly better?

These PC specs okay for gaming?

I'm able to play games like GTA IV at a constant rate at 25 FPS. I rarely see lag but it seems to lag a little tiny bit when I look around. However, I'm not sure if it does lag. I also run Left 4 Dead 2 at 60 fps at a constant rate on high texture settings. I forgot to mention GTA IV is on the highest texture, reflection, and water settings. Shadows are off. Minecraft runs at 50 fps. This PC came cheap, around $450. I was looking for budget PC's when I found it.

Will a Minecraft birthday cake need support dowels?

I'm familiar with making large cakes I've made plenty of 3 tier cakes with support dowels and cake boards but they were all your pretty standard 3 tier round cakes. I'm curious if a Minecraft themed birthday cake would need support dowels? The bottom tier being a two layer rectangle but the top portion resembling a minecraft landscape with two layer square cut outs, some larger than others, and one layer squares in other places. I imagine it wouldn't be difficult to add supports but if I put dowels where every top piece of cake is… Cutting and serving the finished birthday cake won't be very fun.

What game after Minecraft?

I love single player Minecraft but I'm ready to go beyond it's game play. But I love the survival, crafting game.

What is the next logical progression game I should look into?

I subscribe to Paul Soar Jr on YouTube and Rimworld looks fun, but it's only in Alpha. Starbound might be a choice.

What do you guys recommend?
