Minecraft: Since when can you get 4 effects from an enchantment?

I just got a helmet with Unbreaking 3, Protection 3, Respiration 2, and Aqua Afinity 1. 30 experience levels with 30 bookshelves.

Yeah not new at all and you know you don't need 30 bookshelves

Its not something new, i used to get 4 effects a lot… Actually it was never limited to 3 effects in the first place and you don't need 30 bookshelves, u only need 30 when you want to enchant lvl 50 weapons but now its up to 30 lvl so 30 bookshelves are useless.
