There's a few known scenarios here…
* Jackbox Party Packs -- These are ideally geared for local play, but have been worked out to play online. These use a host computer as the "Main screen" (which is broadcasted to others online in some manner) & players use their mobile device or a computer web browser to participate.
* Artemis Bridge Simulator -- While this requires one system as the "game server" for everybody else to connect to, it allows PC & mobile connections… Assuming everybody has the same main version of the game (like v2.4.x). Again, LAN play is ideal… But can be adapted for online with a voice chat system.
* Ticket to Ride -- This digital version of the modern classic board game uses a unified game server, so those playing with the mobile version can play with those on the PC version OR the web version.
* Minecraft: Windows 10 Edition -- This windows-only version of Minecraft is designed to work with XBox console versions AND the Portable Edition. This is a standalone version of the game that's available for $10 in the Windows Marketplace… But is available for owners of the Original PC version for free while it's in beta mode (See Mojang's website for details on how to get the free download code).
* MOST Facebook games w/ multiplayer aspects -- Most major Facebook games will have an web version AND a mobile version. Since they're using the same multiplayer server / services, it blurs the line on what platform they're on.
One NON-Multiplayer crossover is Crashlands, which allows you to keep play the same game between platforms (PC & Mobile).
This type of cross-plaform play is available for those who are interested in implementing it… But it has some overhead limitations.
* Features are generally limited to the weakest device supported -- For compatibility purposes, all versions will generally be based on the lowest-common denomination of system that will be playing it. Extras like high-end graphics will more likely be an afterthought for some versions.
* All supported versions need to be in sync with each other -- While some minor bug fixes may be permitted on each version of the game, it adds to the time requirements to implement new content for everybody.
* Tapping into common online services with other platforms (Steam, XBox Live, Nintendo Network, Playstation Network, ect) requires special negotiations to proceed & may include special restrictions as well. Consoles may allow PC players to join in, but NOT from rival consoles… This can cause extra political overhead for the developers to deal with.
