Cheap gaming laptop or desktop?

I need it to run nodded minecraft on max settings my budget is $300-$450

At that budget, you will not get a gaming laptop, even a 450$ AMD APU laptop will only handle most of the newest games at low settings, a few at medium settings and a few more simply unplayable, AKA not a Gaming computer.

your best bet is to go for a computer with a strong PSU 700-800 watts the cheapest CPU you can get as much of the leftover budget towards a GPU, later down the road when you can save up 200$, you can upgrade the GPU, hence why I emphasize a strong PSU right from the beginning.

This one can play minecraft no problem. You might have a hard time play AAA titles, but it is a budget built. For your purpose, it'll work just fine
