It would be good for the things described, but I would recommend a computer with a quad-core.
Sims 3 has been confirmed to work with Windows 8 (if you apply all the latest patches) and the minimum requirements are a 2.4Ghz processor, 1.5Gb of RAM and 128Mb GFX so as this machine exceeds all of them, it SHOULD (on paper) play it quite well.
For the price (with a copy of Windows 8 and a monitor thrown in) it seems like a reasonably priced machine to me. The only info not given here is how much room for expansion it has (are all the memory slots already full, that kind of thing) should you want to beef it up some more later on.
