No, it won't you need at least 48GB of VRAM, 256GB of memory, and an Intel Xeon E7-8890 running at 2.5 GHz with 18 cores, and a 10TB SSD.
It should, yes. As long as your processor speed is around the 2.0 Ghz mark, you should be good. The amount of ram and your graphics card are more than sufficient for League.
And yes, that beast can run Minecraft. It's overkill, but yes, it can.
No. You need atleast a Quadro2 Pro, AMD-K6 3D, and 2 MB of RAM to run LoL, your specs are too weak.
Edit: MineSweeper? You can BARELY run MineSweeper, you'll be getting around 5 FPS at 144p Resolution.

With only memory a video card and a processor it will run quite poorly. Your experience will be much improved if your build also included at minimum: a motherbarod, a power supply, another storage device (either traditional hard drive or an ssd) to actually run your operating system from as well as to install the aforementioned LoL onto, and finally an enclosure to mount all of your parts inside of that includes appropriate cooling equipment.
Edit: your troll specs are by no means impressive. If that is your goal, try harder.
Yes, It can VERY good run LoL and Minesweeper and even Battlefield 4 with ultra settings.REMEMBER to check if your motherboard socket works with that processor.
