Can you run League Of Legends?

I recently brought a tablet with Windows 8.1 and i wonder if i can run LoL at 60Hz in very low settings.

Here are the basic specs
Micro Center Winbook TW802
Passive Cooling
Windows 8.1 Bing
Atom 1.33GHz Normal mode 4-cores
Bay Trail Intel HD Graphics
2GB DDR3 RAM
32GB Storage

60Hz is meaningless. Talking about the minimum level of modern computer sold today.
LoL probably uses only single core, or two at most. The 4 cores is a negative as they are 4 weak cores.
The 2GB is barely enough for Windows 8, and you need an SD card, because not much storage after Windows on a 32GB SSD.
Graphics is the lowest available in a new PC today.
Games like League of legends and Minecraft should be able to play on any new computer because they were designed for old computers.

graphics is the weak Bay Trail at a clock of 311 - 646 MHz
even the Celeron N2840 is 313-792MHz graphics and as a stronger dual core is better as CPU

but, what do you expect for $100, which is the price of that in the USA

Analysis says the Atom CPU in this is just at the minimum for the game barely.
The graphics of HD Ivy Bridge is at minimum, and this Bay Trail is about 30% below Ivy Bridge.
The ram is barely enough for Windows.
