Why do I get massive fps drops when recording minecraft with OBS?

I get 100-150 fps while playing minecraft but when I start recording I drop to 20-30 fps which to me seems like an abnormal drop. I tried changing resource packs, decreasing settings in minecraft and copying multiple different obs suggestions but nothing changes. BTW my PC parts are crap but i still shouldn't drop that much fps (I think.)
PC SPECS:
Intel core i3-4005U 1.7GHz
4.00gb (3 allocated to Minecraft)
Intel HD graphics 4400

OBS Settings:
ENCODING:
x264 checked
Use CBR checked (already tried without it checked; no difference)
Enable CPR padding checked
Custom buffer size:4000
Max bitrate: 2500(Already tried a ton of numbers ranging from 800-7500; no difference in game fps)
VIDEO SETTINGS:
resolution: 1366 769
Aspect Ratio: 683:84
Resolution Downscale: 1.25
Filter: Bilinear 1092
FPS: 30
Disable Aero: checked( tried unchecked; no difference)

That is normal. You need more RAM.
