This is how I set up my TPs.
1. Download it.
2. Copy the texture pack WinRar file.
3. Paste it into Minecraft's Resource Packs folder.
Usually this works, but now it doesn't do anything.

- Try restarting Minecraft.
- Try extracting the WinRar file, texture packs can run from a regular folder as well.
- Try a different version of the texture pack, if available.
Did you activate the resource pack?
In the 'Options' interface, navigate to Resource Packs. You'll want to move the inactive resource pack (shown on the left) to the right, under the default Minecraft look to activate it.
You can't deactivate the default theme, though the resource pack should display after clicking 'Done'. The higher the resolution, the longer it may take to fully load in the textures, so be patient.
