Why isn't there anything in my [CRACKED] Minecraft bin folder?

I was told if I wanted to install or use downloaded texture packs, skins, mods etc. That I would need to go into my Minecraft bin folder and look for Minecraft jar. I can't find the Minecraft jar file or anything in my minecraft bin folder because it is empty. How do I get the Minecraft Jar file?

Step by step thorough instructions will be greatly appreciated, I'm already starting to get a headache. :|

You can put texture packs, or now called resource packs, in their.zip format directly into the resource pack folder. Skins can be uploaded at minecraft.net or be included in resource packs. Mods however, do need to be installed into your.jar file. The.jar file contains everything about minecraft, so if you do not have one, then you can't play the game. Make sure you are in the correct directory of minecraft, which is User/Appdata/Roaming/.minecraft
If not, check your launcher profile for the correct directory.

If you are sure you have the correct directory, run minecraft to the title screen and look again.
