WHY IS MY MINECRAFT SERVER NOT WORKING?

So i was trying to make a minecraft server and i took the minecraft server exe file dragged it in my server folder that i made i ran it then accepted the eula by changing it to true saved it then ran it again and it automaticly closed like i didn't accept it

You didn't pay your 5 bucks a year to mincraft maybe?
Its really expensive to provide server access, to people who send you money so they can stack cubes in geometric shapes, I donno how they do it.
