There's only about 3 servers that shows everyone's skin. Others everyone is a Steve. I restarted Minecraft and It didn't
do anything?

Sometimes there's something wrong with the skin database. If you think this might be happening, you can go to https://help.mojang.com/...ojang.com/ and it tells you whether or not the service is healthy or not.

It happens quite a lot, usually it is because you're having bad connection with the server.

The skin database has been glitching out A LOT lately. It should almost be fixed by now.
