What is a good, reliable, and rather cheap (10-20$ a month) Minecraft Server hosting company?

I'm looking to start up a server, and I would like to have it hosted by a company so that it is always up 24/7, and anybody can get online, once whitelisted. Something between the price of 10-20$ a month would be excellent, but if there's another reliable, and trustworthy company that is a bit more expensive, I will definitely take any suggestions into consideration.
