I have set up a bukkit server before and it worked. I just moved and got a new router. I port forwarded (I'm pretty sure i did it right). I can connect, my brother who is on the Wi-Fi can connect but my friend who is away can't join the server. When i got on canyouseeme.org and it said that service on the port (25565) could not be seen "reason: connection refused". I have done this before and I don't know what is wrong now. How do I fix this?

You might need to fix your latency for your server by increasing…
It sounds like its refusing the connection because of the time their hitting the server…
If your hosting lots of users… And its all about the best for user then low latency is required.
But if its just for close friends… 10 - 20 users then you can set a higher latency for server… Like 300…
but a bad lag does mess up game play for other users… But then again your default maybe set too strict… Or set to accept 100 - 300 users
