Minecraft Resource Packs

I have a server with resource packs and everything works but my friends don't see the resource pack? How do I make it where you have to download the pack before playing my world? OR if they can see the resource pack I'm playing with without downloading it?

Unfortunately, there's no way to force people to use a resource pack. You can see the pack from your end, but the others won't. They're client-side only; putting it on your end won't change the whole server to that. You can suggest to players that they should use the pack, but that's the extent of what you can do.
