Now I'm so stupid idiot who can drag and drop a file in to a folder, But I'm trying to use a specific texture pack and all that appears is my copy of sphax for 1.6.4, This is making me angry sense a texture pack should really just be a drag and drop process you know, download the file drag it into your resourcepacks folder and bam new pack but that's not the case here. I need assistance

Well, you didn't really specify what you were doing, but if you did it while minecraft was open you may need to restart your client to get newly added resource packs to show up in the resource screen. However you may not be putting it into the resourcepack folder. Just make sure you follow the instructions giving on the website. Hope this helps
