Minecraft Port Forwarding troubles?

I'm trying to set up a server and I can't get it to port forward.
Several times I have been able to access the server I made through my laptop (using my main computer connected directly to router, to manage the server) But now I can't seem to even get that done.

I have a ubee D3.0 U10C03500 router and a cisco linksy E3200 modem.

I have tried everything it seems to get it to port forward. I have tried opening a TCP and separate UDP ports and have them enabled at the same time, I have tried opening one port and have it as both but nothing works. I also have put into my server properties the server and port under server ip.

I heard i may have to make a static ip? How would i go about doing that?

Or anything else i can try before i do that?

A Linksys E3200 is also a router I believe. That means you have two routers in a row. Thus, first router must forward the port to the WAN IP address of the E3200. Then, you forward on the E3200 to the internal LAN IP address. That means you have to forward twice if you have two routers. You simply are forwarding the packet to the next device on the network.

You do need a static ip for port forwarding this is really complicated and I know a better way of doing this all you need to do is reserve an IP address for your computer go into your router setup by opening your browser and typing the default gateway address 192.168.1.1 once your in look for address reservation or something similar once you have reserved an IP address set up the port forwarding this should take care of your problem.
