I play Minecraft on the pc and I would like to play on this factions server on a more regular basis but I only get an average of 29 fps and when I use my mcmmo or my custom enchanted armor its more like 15 I've lowered my render distance and that doesn't help I'm using a windows seven laptop is there any way i can allocate anymore ram to it if so what do i do other wise any other help would be appreciated

Does this laptop have any specs? CPU? GPU? RAM? PUNCTUATION? ETC? Only telling us it has it is a w7 laptop means little to nothing.

There should be settings in the launcher to allocate more ram to it, I know for sure in alternative launchers like technic that there's. Also, in your settings inside the game, minimize things as much as possible. For example, shaders kill you really easily so if you're using them, turn off fancy clouds or shadows - things like that.
The only other thing I can suggest is to clear anything from your computer you don't need (including messages, photos, videos, documents, history, etc.) so that your computer HAS more space to allocate to minecraft. Best of luck, and if none of these help then I'd suggest searching through some online forums.

If the spec of your pc isn't good enough then you won't be able to play on high fps
