Firewall/internet connection sharing service (ICS)?

I have a windows xp sp3 and when i go start>control panel>security center>windows firewall it says it can't be displayed and i press yes and it says it couldnt start, how do i get it to start. I tryed so many things and it just won't start i tried netsh winsock restart. I tried netsh firewall restart i tried downloading another file for registry editor but it says it couldnt obtain information and so on. I wanted to download hamatchi for minecraft so i can make servers but it won't let me without the firewall connection. I tried the fix it program but even that didn't work and i don't wanna restore the whole computer, i remember deleting some file from windows a hard drive disk for some reason was that the ics folder? Ill try anything to make it work.
