I updated mcpe, and I can build a "powered rail" but I need iron and some other red powder. I can't find where I can get it, and I even checked the nether, but it wasn't there. What is it called and where can I find it?

The "red powder" is red stone dust which is spawned when you mine red stone (stone that has red specks). I find it mostly close to/among bedrock.

You need 6 gold ingots(not iron for powered rails), 1 stick and 1 redstone. The gold can be found anywhere below level 40 redstone is bedrock to 24. You need an iron or diamond pick to mine both of them, gold needs to be smelted, redstone doesn't it is red speckled blocks that come in seams of between 2 and 6 and gives multiple pieces of dust per mined block.
