Minecraft refuses to load?

Every time I open up minecraft, I can sign in and launch the game just fine, but when it launches it gets stuck on the "MOJANG" screen and refuses to go any further. What am I doing wrong?

Minecraft resource pack folder is missing? - 1

I'm trying to install a texture pack and I went to options --> Resource packs --> open resource pack folder and it never took me there. I've tried looking around my computer for the resource pack and it seems like its not there.

Should I install 32 or 64 bit Java?

The main reason i was wondering this is I see people always recommending 64 bit java but only if your system meets the requirements which I'm not as much of a computer savvy person as I would like to be. I 'm not sure if this would do any good but I would also like to add that my main concerns involving java are whenever notifications come up playing minecraft recommending 64 bit java. I think I might need a 64 bit because my CPU has a 64 bit operating system but i would much rather hear the advice from someone more experienced with computers.
