On minecraft if it says you are a moderator does that mean its in creative?

If you're given moderator status in a Minecraft server then you will have a set of commands that you can use such as /kick /ban. /gamemode may not be a command you have access to, you can always ask an admin what commands you can use, or you can just attempt a command, if it fails then you don't have access to that command

As moderators are there to moderate the server and players, you don't tend to have /gamemode or other commands that could cheat in items. Moderators are there to keep everything organised, moderate chat for abuse, ban cheaters etc
