I'm wondering if I should get another (or better) video card to get better frames for my minecraft, but I'm no expert. I usually get about 14 frames or so on LOWEST settings, I'm trying to learn more about computers and I'm wondering if I should build a whole new computer but I don't want to waste my money if I don't need to.

For being such a "blocky" game, Minecraft actually uses a fair bit of processor power. Your first step should be to decrease that amount of RAM java has access to down to 4GB. You can Google how to do this. Java acts very strangely in general and sucks up all the RAM it has access to which can lead to odd issues. Other than that, there's not anymore that I can say since I don't have the specs of your computer. You should be getting a much higher framerate than that if you want to be playing comfortably.
These games develop hand in hand with the computer upgrades available in the market.meaning that mincraft and the like will keep updating their data so that your old system doesn't operate them properly and you need to have the new available capabilities.since microsoft and computer companies pay them to do so in order to compel you to throw your current system and buy their new one.bottom line you wouldnt waste your money if you buy or upgrade your hardware, you will notice the difference that you won't regret it.
Minecraft? Lol minecratf? If all you can do is low low settings and your computer is barely meeting the minimum specs… Either deal with it or get a computer ( knowing people of today ) get a note book or a laptop that can run the game
