Minecraft runs slow, but high fps?

When I play Minecraft, it runs choppy. I usually get around 200 fps but for some reason it still looks slow. Then sometimes out of nowhere it runs really really smooth.

My system specifications.

CPU: Intel Core i5 4460 (4 cores)
GPU: Sapphire AMD R9 290 (4GB)
RAM: 8GB
PSU: Corsair CX600

At the moment I'm using Linux Mint, but I still had this problem in
Windows 8.1

It's because of the monitor, most monitors can only show 60fps, anything above that is useless, power consuming, and it shows choppy as your stating. The solution is to go to your settings and set the max fps option to 60fps

Turn off V-Sync.

Contrary to Deathslayer you want V-Sync on it will limit the frame rate to the monitor only. I would download optifine and use java 8. Click f5 in minecraft to see if memory is low if so dedicate more to minecraft.
