My minecraft FPS level ranges are from 0 to 12?

FPS for the most part is the computer itself, not the internet. Check to see if you have anything else running in the background and close them, end unneeded processes, etc. Lower the graphics quality and lower the vision range in the game itself, see if that helps.

Matt really nailed it, just mess around with the render distance and graphics etc
