My CPU gets locked at .39 GHz would anyone know why?

My laptop is an Acer Aspire ES1 572, intel i3 6100u CPU, 4 Gb ddr3 RAM, 480 GB SSD and intel 520 HD graphics integrated, i've noticed it hits really low fps on games like Roblox and minecraft and i had understood that my laptop has more then enough power to run those apps, but i get like 10-15fps, i noticed my CPU only is clocking .39 GHz and i suspect it may be that, i'm not a computer whiz or anything, if it is something else please let me know your thoughts of what I can do to make my CPU run at higher capacity or other ways to make my fps at least reach 30 fps like it should be

It's a laptop, and a cheap one at that, so it's probably thermal throttling.Placing it on an elevated, grated laptop stand instead of directly on a table may help some. Ultimately, your only real option is to turn down the settings in your games and reduce the CPU and GPU load.

To whom ever answered i can't see your answer, i do not know why, in the notification all i see is to when say something about a stand

This laptop does not have a dedicated graphics chip, which is recommended for games, however the problem may be with the system temperature. Download HWmonitor from CPUID and it'll give you the system temps and if you leave it in the background, it'll show the max temp the CPU went to. How did you see the speed of the CPU? Check that the graphics settings are on the lowest due to the missing graphics chip.

Your CPU is running low because there isn't much for it to process. The game itself is simple. The graphics card is what's used for video processing, which in your case is integrated, which is slower. It borrows from your CPU to process, and your CPU is a slower one from start. The 6100u is 6th gen, with a speed rating of 1 (slowest).
you really need a graphics card addon to play games well, or a faster CPU to use integrated graphics…
