Can I use 1.6 Ghz processor to play minecraft smoothly on iMac or do I need 3.1 Ghz?

You'll be OK if you use reduced draw distance and turn off advanced water and lighting effects.

Low settings/Medium as Minecraft is a game 90% based on CPU and not GPU. So you should be good.
