Running 1.7.2 version of Forge, and I installed the mobspawner and mocreatures I was told to for 1.7.2

I did all of this. However, when I open up Minecraft, when I click "Mods" on the main menu, The three Forge mods show, as well as custom mob spawner, but MoCreatures is not.
For some reason, MoCreatures is not being registered. I have MoCreatures in the same directory as MobSpawner. (.minecraft/mods). I have also tried extracting MoCreatures directly into the Forge version of minecraft. No effect. Please someone help me, I have been dealing with this since yesterday, and I have no more ideas.
Added (1). Of course I restarted. Both Minecraft and my computer.
