I want it to keep dispensing mobs but it drops one or two and does nothing else. I thought the repeater was supposed to repeat the trigger.

A repeater has to be loaded. You have to put something inside it, and then when triggered it dispenses.
Dispensers don't copy whatever you put in them, they just throw them out, and if you put stacks in them, it will throw out the entire stack at once, not one at a time.
To have it with a lot more "ammo", you need a chain of chests and droppers passing new ammo into the Dispenser.
