Minecraft - Problem using resource packs?

Ok, so I know how you're supposed to be able to use them. You go Minecraft>Options>Resource Packs>Open Resource Packs. Then drag your new shiny resource pack into the folder that popped up. Then when you close the folder it's magically in your menu under "resource packs". Well, I've done this countless times. I currently have three resource packs in the correct folder and none of them show up! I move them out, and try again, and they still don't show up! I just downloaded Wayukian and even followed the directions (same as above) by the author and it didn't work! So is there any reason that this would be happening? I've googled it like crazy, and found that I'm not alone, but can't find an answer to this problem. Anyone got any ideas? Is my computer not allowing Minecraft to do something that it needs to do?

Ten points to the first person that gives me a solution that works!

Minecraft can be confusing sometimes. I don't have this problem and I've never had it since the early versions. This might not work but when you open the resource pack folder you might have extracted the resource pack into a sub folder with the exact same name. My friend did that and it didn't work.

Try this:
1. Open the folder with the resource packs in it.
2. Open a resource pack
3. If you see some files like pack.png, pack.mcmeta and a folder called assets then something's wrong with your Minecraft or your computer.

==If you don't see the above files==

1. There might be another folder inside the resource pack so go inside that folder and cut all contents.
2. Then go one folder up and paste.

==If still doesn't work OR no "another folder inside the resource pack"==

1. Try run Minecraft as administrator might be Windows' permissions in security.
2. Try reinstall(backup world and servers first) - To backup servers copy servers.dat
3. Umm… Out of ideas. Contact Mojang?
