Minecraft potion of strength?

The description on the wiki page is confusing it says that potions of strength increase melee damage by 130%. Will a sword that does 10 damage normally do 23 or 13 with a strength potion? I find it hard to believe that it increases by 130% or 260% with a level two. So is it BY 130% or TO 130%

In the realm of percentages, 100% is all of something. So if you have a sword that does 10 damage, a potion that boosts strength by 100% would do nothing. If you have a strength potion like this one and a sword that does 10 damage, the sword will now do 100%(the damage it already does) + 30% more damage. It will do somewhere around 13.3 damage.
